LST is seeking an experienced Engineer to provide support for the Federal Aviation Administration's (FAA) NAS Resiliency Support Task Order on the SE2025 contract vehicle. The Resiliency team must assess and improve the resiliency of the National Airspace System (NAS), FAA critical infrastructure, with respect to scenarios that could degrade or interrupt service availability.

The successful candidate will apply engineering rigor and experience to support the FAA in the development, review, and implementation of resiliency processes and design standards. Consistent with "system of system" concepts, the candidate will identify and decompose NAS service threads, assess design and implementation vulnerabilities, and recommend mitigation or remediation solutions to enhance resiliency.

The National Airspace System (NAS) Resiliency Program's Systems Engineering Team is assessing the resiliency of Tier 1 facilities and associated remote sites with regards to systems and services, critical facility infrastructure, cybersecurity, and physical security. This will facilitate the development of recommendations that when implemented, will support the Administrator's goal of achieving 90% of normal operations at Core 30 airports within 24 hours of an event and/or within 96 hours in the En Route domain.  The Engineer will support the Systems Engineering Team in data collection prior to site assessments and developing reports after their completion. The Engineer will support the research and development of resiliency best practices and support the revision of existing FAA standards, orders, and guidelines.


Specific tasks may include:


• Identify, develop, and implement resiliency best practices
• Develop minimum resiliency engineering design criteria and NAS system design standards
• Establish facility engineering guidelines and standards
• Evaluate and develop site specific improvement plans
• Conduct in-depth analysis of work products, investigate new technologies, and perform engineering studies
• Engage and coordinate, collaborate, and support stakeholder actions in response to resiliency requirements
• Support engineering, strategic planning, policy formation and NAS enterprise operations
• Support stakeholder engagement and collaboration regarding opportunities to introduce any resiliency approaches into current contingency plan strategies.
• Support the development and application of resiliency concepts that cross into any planning activities and processes to ensure that resiliency is clearly considered as part of any protocols or planned procedures

Skills:

Having 5+ years of experience supporting FAA Headquarters, FAA Air Traffic Control (ATC) facilities, the Mike Monroney Aeronautical Center, or the William J. Hughes Technical Center. Expertise or experience with NAS systems and services, including the FAA Telecommunications Infrastructure (FTI), communication, automation, surveillance, weather, and navigation.  Demonstrate effective business and communication skills with experience working in a team environment. An understanding of the Facility, Service, and Equipment (FSEP) and the National Airspace Performance Reporting System (NAPRS) databases.

It is highly desired that the candidate possess an in-depth knowledge of the Air Traffic Organization (ATO), specifically Technical Operations (Tech Ops), and an understanding of the NAS facility implementation and engineering approaches along with Tech Ops policy and standards in order to support complex resiliency activities that integrate across the FAA. Familiarity and experience with the artifacts of NAS Enterprise Architecture, Segment Implementation Plans, Systems Engineering Manual, and the NAS Requirements Document is also highly desirable.
