The contractor will serve as a Senior intelligence officer responsible for monitoring and evaluating all-source intelligence and information; identifying current or potential terrorist, insurgent, criminal, and nation-state operations involving unmanned aircraft systems (UAS) that may impact the safety and security of National Airspace System (NAS) and U.S. civil aviation operating in the U.S. or overseas; rapidly provide time-critical indications and warnings to FAA and DOT leadership, operators, and field elements on threats from UAS as well as any emerging threats.

The contractor will directly support FAA UAS implementation and counter-UAS activities.  The contractor will be responsible for participating internally as well as external to FAA in interagency policy discussions involving the integration of UAS within the NAS, and the implementation of C-UAS technology to detect and defend critical aviation infrastructure within the NAS; interagency technology discussions  involving the review and validation of C-UAS technology to defeat errant and hostile UAS operations;  interagency discussions involving the development of rules of use for C-UAS technology. 

The contractor will directly support FAA activities involved in any aviation safety/security policy creation by teaming with other interagency partners to either modify current policies or draft new national policy to account for changes in threats in the aviation domain.  This may include participating in any activities involved in updates to the National Strategy for Aviation Security and its subordinate plans, as well as any other national strategy/plan with an intersection to Aviation. 

Responsibilities:

  • Building and maintaining liaison relationships within FAA lines of business and Department of Transportation (DOT), along with counterparts in other national level agencies, including those in the Intelligence Coordination (IC), Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), as well as any other identified Departments/Agencies involved in Aviation safety and security
  • Support daily interaction and information sharing
  • Represent FAA in daily interagency telecons, secure video teleconferencing system, and working groups
  • Work with limited direct oversight
  • Must be able to work independently, as well as part of a team environment
  • As a senior Intelligence Officer, the contractor may be required to serve as the FAA central point of contact for all aviation threats and will facilitate exchange of information with and responses to queries from other agencies
  • Must be able to effectively and expeditiously respond during aviation incidents, leveraging information from IC, LE, DOD, and Homeland Security agencies to support FAA incident management and crisis response and provide relevant data and analysis relating to activity in the NAS to those agencies in support of interagency situational awareness and unified incident response

 

Required Training and Experience

  • Knowledge of terrorist groups and terrorist tactics and procedures
  • Aviation security background
  • Understanding of UAS and counter-UAS capabilities
  • Understanding of Incident Command, Law Enforcement and Department of Defense roles in air domain awareness and security
  • Must have TS/SCI clearance (for transfer to FAA)
      

Education or Certification Requirements

Bachelor's degree plus 15 years of related experience desired
Years of experience can be substituted for lack of degree.
