LST is seeking Junior, Mid, and Senior Acquisition/Contract Specialists to support a large Federal Government Agency in the administration of a multi-award government wide acquisition contract for telecommunication services. Specialists will work within a team to support the Government Contracting Officer and will work with the Government Program Office as well as users from various Government Agencies that plan to procure telecommunication services for their Agency.  Individuals must have knowledge and expertise to analyze difficult contracting issues and identify alternative courses of action, modify standard contracting procedures and terms to satisfy specialized requirements, and solve a variety of contracting problems, including those requiring significant departures from standard approaches and utilize creative thinking.

Individuals must have knowledge and experience performing contract administration on a group of contracts, including competing individual task order requirements. Individuals must have knowledge of the Federal Acquisition Regulation (FAR) and experience managing contracts issued in accordance with the FAR.


  • Assuring compliance with the terms and conditions of the contract, including resolution of problems;
  • Provide expertise and advice to plan, manage, and execute programs and projects.
  • Evaluate performance, execution risks, and make comprehensive recommendations to the Government.
  • Participate in program management, business management, and budget execution reviews and provide feedback to the Government.
  • Review, evaluate, and assess program requirements, documents, plans for accuracy and consistency and compliance.
  • Analyzing and evaluating cost or price proposals and accounting systems data;
  • Assisting with the establishment of program policies and procedures;
  • Formulating and administering policies and procedures to ensure achievement of Federal socioeconomic goals, such as those affecting small business, labor surplus areas, and disadvantaged business firms;
  • Assure timely submission of deliverables;
  • Terminating contracts by analyzing, negotiating, and settling claims and proposals;
  • Determine allowability of costs and recommend approval or disapproval of contractor's request for payments;
  • Review contractor's management system, compensation structure, insurance plans, and purchasing system;
  • Review and analyze proposed subcontracts and recommend consent, or withhold consent, to the placement of subcontracts;
  • Perform cost or price analysis on proposals that involve contract changes, indirect rate agreements, and settlements;
  • Capture, define and translate complex Telecommunications requirements to develop documentation (i.e., statements of work, statements of objectives, performance work statements, independent government cost estimates, justifications and approvals, task order evaluation criteria, proposal evaluation guidance, cost or price analysis, etc.).
  • Support negotiation of contract modifications, terms and cost of changes, forward pricing proposals, provisioning orders, unpriced orders, final overhead rates, and settlements;
  • Prepare contract modifications with supporting documentation;
  • Prepare task order award documents and task order modifications with supporting documentation;
  • Assist with contract transition planning and post-award contract and performance management to help facilitate a seamless contract transition
  • Review and recommend acceptance or rejection of waivers and/or deviations;
  • Review contractor's financial condition, compliance with labor and industrial relations matters, and use of Government property;
  • Draft cure or show cause notices to correct severe performance deficiencies;
  • Analyze claims and support negotiation of final settlements;
  • Draft findings of fact under the Disputes clause;
  • Close out task orders, assuring delivery of the contract end items and inclusion of final reports and clearances.
  • Ability to multitask and work effectively, both independently and in teams, ensuring timely completion of assignments and meeting established quality standards
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations


-Bachelor's Degree in a Business related field from an accredited college or university.
-Senior level personnel must have at least 10 years experience
-Mid level personnel must have 6-10 years experience
-Junior personnel must have 1- 6 years experience
-Knowledge of the FAR and other related rules and regulations
-Must be able to interact and communicate effectively with government personnel, managers, employees, customers, and stakeholders.
